The day to day management of HCCS is the responsibility
of six individuals with over 100 years in the health care
field, in compliance, medical practice management consulting,
and new product development. With the establishment of HCCS,
they have brought their experience and expertise together
to address the urgent compliance training needs of medical
schools, teaching and community hospitals, and large physician
groups.
Mitchell Diamond, CEO Mitchell Diamond has identified, targeted and developed solutions during the last forty years, to address some of the most pressing problems faced by hospitals and physicians. In 1969 he created a secured financing program that eased the burden of health care providers carrying huge medical receivables. In the mid 1970's he developed the first electronic billing service directly to Medicaid for health care providers in the New York area. This was followed by direct Medicare billing. During the 1980's, with several partners, he built DX Systems for Health, the largest hospital-based physician practice management company in the metropolitan New York area. The company was sold in 1984 to Cycare Systems (a NYSE company), later a part of McKesson HBOC. In 1987, Mr. Diamond helped found MedE America, a company that pioneered systems for electronic patient insurance eligibility verification, now used nationwide, and the company also computerized Medicaid patient enrollment, greatly improving hospital cash flow. MedE America was one of the early acquisitions of Healtheon Web/MD. In 1998, he and his partners founded Health Care Compliance Strategies to help solve the problems involved in educating the professional and medical staff on government laws affecting the industry.
Ben Diamond, President
Ben Diamond has 20 years of systems experience in the healthcare field. As a Systems Engineer and Special Projects Manager at MedE America, now a part of Healtheon-Web/MD, he designed and implemented a large-scale network scanning and viewing solution that enabled New York City Pre-Natal Care programs to reduce the documentation and enrollment turnaround time for patients from upwards of eight months down to 48 hours. In his previous employment, Mr. Diamond was the Senior Network Systems Engineer for the Eastman Kodak Company's "Office Imaging" division. At Kodak, Mr. Diamond designed and implemented scores of custom networking and integration solutions, enabling Kodak and its customers to streamline their processes, reduce costs, and maximize efficiency. Ben Diamond has been the operations manager at HCCS since inception in 1998. Mr. Diamond has published several articles on technology. His latest article is on "PPP Networking for Solaris" and is in the December 2000 issue of Sys Admin Magazine! (CMP). brd@hccs.com
William Sacks, Vice President
Mr. Sacks has over twenty-five years of experience in
health care management as a consultant, medical
practice manager and faculty practice plan director.
Mr. Sacks has consulted to medical groups and
academic medical centers on Medicare and Medicaid
audit issues, as well as on faculty practice
restructuring, reimbursement and billing system
issues, and accounts receivable management. Mr. Sacks
served as the Director of the Clinical Faculty
Practice Plans at Temple University, where he was
responsible for the administration of the practices
of 275 full time faculty members. Mr. Sacks left
Temple to assume the position of Executive Director
of Professional Services at the University of
California, Los Angeles where he developed the
University's first audit process to evaluate
compliance with Medicare, Medi-Cal (Medicaid) and
Teaching Physician requirements. Mr Sacks joined the
healthcare consulting firm CCI, which merged with CSC
Global Healthcare Solutions in 1996. He left CSC in

Jacqueline Tesser, Vice President
- Sales
Ms. Tesser has 25 years of experience in health care consulting,
business development, and marketing. She served as the President
of Health Provider Computer Services, which developed the first
tape-to-tape electronic billing for Medicaid and Medicare in
New York. Later, as a member of the executive team at Itel's
Medical Services Division, she was responsible for sales and
for developing and marketing its new practice management billing
and consulting services. In the 1980's, she cofounded and served
as the President of DX Systems for Health, a hospital -based
physician practice management firm in New York. Most recently
she was one of the founders of and the Senior Vice President
- Sales for MedE America, a national firm involved in electronic
insurance eligibility verification, Medicaid patient enrollment
and electronic medical billing transactions (now a part of

Lise Rauzi, CHC, Vice President - Training Development
Ms. Rauzi has over
twenty-five years experience in health care as a
consultant and health care compliance educator. She
has consulted with and provided training for over
1,000 medical groups and academic medical centers on
Medicare and other payor compliance, HIPAA
compliance, and practice management. She has spoken
on these and other topics to audiences as large as
4,000.
She was a Senior
Consultant with CSC Healthcare for four years where
she specialized in managing projects such as
Physician Hospital Organization development,
Management Services Organization development, and
physician compensation plans all involving navigation
of regulatory and compliance issues.
Ms. Rauzi is currently a principal in HCCS.
She is accountable for the development of content for
the HCCS
blended learning products for health care compliance,
including computer-based multi-media training
programs, classroom training kits, and videos. She is
Certified in Healthcare Compliance (CHC) by the

David Rosenthal, Vice President - Strategy & Marketing
David Rosenthal has over fifteen years of experience selling,
managing, developing and implementing technology solutions. For
the past ten years, as President of Comsult, a software consulting
company, he managed and developed complex software systems
for clients in the fields of health care, utilities, finance
and online services among others. Clients of Comsult included
H&R Block / Compuserve, AT&T, American Lawyer Media
and MFS Mutual Funds. Mr. Rosenthal was consulting to
HCCS prior to joining the company
in 2000.
